An English spy (Tom Adams) guards a Scandinavian scientist (Karl Stepanek) who has sold an anti-gravity device to each side.

A travelling court jester, known as The Licensed Fool, begins to unravel when he learns of a sinister motive behind him being hired for an upcoming performance.

Karl has a childlike innocence and naive purity. In spite of making false friends and enemies, he retains his decency in New York which remains a foreign city for him.

Hamilton Cade is an alcoholic teacher striving to put his life back together. He accepts a job tutoring an "exceptional child" only to find that young Freddie is mentally retarded. A black man who works for Freddie's father also becomes interested in teaching the child and becomes a second role model for him.
